Analysing European forest conservation tenders

The New EU Forest Strategy for 2030 highlights the importance of Payment for Ecosystem Services policies to support 𝗳𝗼𝗿𝗲𝘀𝘁 𝗰𝗼𝗻𝘀𝗲𝗿𝘃𝗮𝘁𝗶𝗼𝗻 𝗽𝗹𝗮𝗻𝗻𝗶𝗻𝗴. One of the instruments are forest conservation tenders allowing forest owners to voluntarily bid on compensation to set aside their forests for conservation. In a new study, Astrid Zabel (CDE, University of Bern) and Göran Bostedt (CERE, Umeå University) analysed three European forest conservation tenders using a novel framework and identified key challenges.

🔹 Gaps in vertical and horizontal policy coordination.
🔹Overlapping policies that affected implementation.
🔹Underestimating the time needed to establish and operate programmes.
According to the researchers, this provides key policy recommendations for developing future programmes:
✅ Integrate tender programmes to align with the existing policy mix.
✅ Engage forest owners early and evaluate their acceptance of the programme, i.e. to participate and submit bids during the planning phase.
✅ Prepare forest administration staff for their role as negotiators in the programme.
